Florida Bass fishing problems?

Hello, I live right near a lake in Florida(largest lake in my county) and I go there occasionally to try and fish off a dock and I never seem to catch any bass or any type of fish but I know fish are in there because I see them but what am I doing wrong?

Do you know what kind of fish you're seeing? "A lure I bought in sports authority" doesn't really narrow down what you're using for us, but a lot of our lakes here in Florida have grass carp and other fish that won't take lures, not to mention,
