ORANGE BEACH, Ala. -- As recreational fishing boats zipped in and out of Perdido Pass on Wednesday, laborers worked feverishly to wrap thousands of feet of boom around the small islands and grass beds north of the inlet in anticipation of an incoming oil slick.

A pinch point between the Gulf of Mexico and the rivers, back bays and bayous that envelope Orange Beach and form Alabama's eastern border, Perdido Pass is the swinging door in an otherwise battened-down shoreline.

"The pass is an unbelievable obstacle and I don't know how we're going to keep oil completely out," Orange Beach Mayor Tony Kennon told more than 500 constituents who crammed into the municipal gym for a weekly oil spill forum. "There's no structure that can withstand the tidal surge in and out.

"As much as we would like to do it, we can't do it."

Efforts to armor the pass without closing it completely were ramped up Wednesday after Orange Beach Fire Chief Forney Howard and Coastal Resources...
