Why are indians allowed to fish with nets?

I do not think it is fair that the indians(Native Americans) are allowed to use nets to KILL fish and to bring down the population of fish when they are catching fish. Half of the fish they catch will be dead by the time they take the net out of the water.

No such respite for the farming communities however, their presence in the drab fields signalled by haphazard pinpricks of vibrant coloured saris and white turbaned heads.
