what type of rod should I buy if I want to fish in the surf from ...

Dennis T is on the right track.
"Length means distance in a designated Surf rod."
However, if you use a low diameter Braided line (such as Power Pro 10/40), you can purchase an 8FT rod and get the same casting distance as a 12-14FT rod.
The best part?
An 8FT fishing outfit can be used on Inshore waters/Piers/Jetty’s and not be considered "over-kill".
In my opinion, look seriously at a Ugly Stik Big Water spinning rod Model BWS 1101 ($54.99)
And match that rod with a Daiwa Black Gold Spinning Reel Model BG 15 ($75).
This would be an excellent combo that (if taken care of) would last a LONG, LONG, time.
Leary of my recommendation?

Hope this helps? Good fishing!
PS: "10/40" designates the line has the diameter of 10LB Mono with the strength of 40LB Mono.
A Tip: When using Braided lines you MUST use a leader of Mono, otherwise, if you get snagged/hung-up on the bottom due to the braids strength you will have to cut the line, (losing your expensive braided line!). A Flurocarbon leader is very beneficial because it is almost invisible to fish.
